A pretty major regulatory decision was made this week when a Swedish court struck down a fine against one of the world’s most recognisable and popular online casino brands: LeoVegas.
The Administrative Court in Linköping overturned an SEK8 million fine that the Swedish Gambling Authority (SGA) had imposed on Roar Vegas, the parent company that actually operates LeoVegas in Sweden, stating that the operator had not committed a clear breach of its duty of care obligations.
The fine had originally been handed down back in March 2025 after the SGA identified three customers who displayed multiple indicators of problem gambling, including high deposits, long sessions, and substantial losses in a short period of time.
The regulator argued that while Royal Vegas had imposed some restrictions on those players, it had relied far too heavily on automated responsible gambling messages and hadn’t developed adequate human interventions quickly enough.
What the Court Found
The ruling was issued on the 12th of June and it completely reversed the earlier regulatory sanction following a long and extensive review of evidence and hearing legal arguments from both sides. The court ultimately found that the regulatory decision lacked clarity and unambiguous evidence that was necessary to justify handing out a fine to Roar Vegas.
Now it’s worth noting that the SGA does now have the right to appeal the ruling, and this is something that’s been closely watched across the industry. Regulated markets from Sweden all the way to New Zealand are trying to figure out how exactly operators are supposed to deal with at-risk players before they face enforcement action of their own.
