Antillephone N.V. is a company incorporated in Curaçao related to the island’s defunct gambling master licence regime. Its historical master licence number, 8048/JAZ, appeared in certificates and casinos’ disclaimers referring to specific firms holding the licences or serving as its sublicensees. Such certificates reveal Antillephone’s historical ties to many gambling sites, although not its ownership of these brands.

The Curaçao Gaming Control Board press release issued on 7 August 2024 announced the date 28 November 2024 for the expiry of Antillephone’s master licence. It confirmed that master licences would not be renewed or extended. This was a licence reform, not an announcement about the dissolution of the business.

From licensing news releases, certified certificates and published Curaçao civil court judgments. Historically linked licences separated from casino ownership and active operating permits. Checked on .

Verification of This Business Profile

Three different kinds of evidence are used to document various aspects of history of Antillephone. Certificates contain details about sublicensees and websites. Judgments contain descriptions of contract and dispute relations. A press release of the GCB confirms the date of expiry of master licence.

The date of an evidence is critical. A certificate refers to a situation existing years before and does not indicate that a site operated by the same company currently. Similarly, a judgment published in years following the reforms may discuss gambling taking place at an earlier period. They thus have to be evaluated along with their dates.

About Antillephone N.V.

Antillephone functioned differently from the way the casino group operates its brand. Under the old system, companies would enter into agreements under the master licence, to render certain services. One casino could display Antillephone’s name and licence number, while another company would run the website in question. This difference was specifically described by the Curaçao court in the Holiganbet case.

Certificates illustrate the way in which the individual agreements were recorded, with participation company and web address indicated, along with extension of master licence number. For instance, BetVoyager certificate of 2017 lists Gamesys N.V. as the participating party and reference number 8048/JAZ2017-007. Certificate records the date of agreement as 10 February 2017 and date of certificate expiration as 14 February 2018. Such way the individual company is connected with individual website, without making each website with 8048/JAZ the property of Antillephone.

Licence Information

Old Antillephone master licence carried number 8048/JAZ. Certificates of the company trace authorization of the licence to 1996 and indicate the permission for use on Internet obtained in January 1999. Further certificates of company record renewal of the master licence along with individual sublicense arrangements.

GCB master licence expiry notice, dated 7 August 2024, sets expiry date of Antillephone’s licence as 28 November 2024. It provides transition period for those who had applied for direct licenses and whose applications had been received fully. Eligible applicants awaiting a decision could get temporary Certificate of Operation, symbolized with orange digital seal.

Licensing reform in Curaçao started even earlier than the last master licences expiry. Back in 2019, licensing and supervision in accordance with the previous offshore gambling legislation were transferred to the Minister of Finance of Curaçao. Starting from March 2020, the GCB was charged with issuing of licenses in the online gaming sector in behalf of the Minister of Finance. Another period of reforms has started in November 2023, about one year ahead of the introduction of the LOK.

LOK stands for Landsverordening op de kansspelen, translated as the National Ordinance on Games of Chance, and it went into force on 24 December 2024. The CGA’s general information page outlines the LOK framework. The former Antillephone certificate is therefore not a current CGA licence. Relevant checks should focus on the legality of the operator of the particular casino. Former number of the licence may give you some insight about its history, but it won't answer your questions.

Relationships of Brands and Operators

Below you can find historical examples of such relationships. It is neither the exhaustive list of former commercial relationships of Antillephone or casinos currently operated by the company.

BrandName of the Business MentionedHistorical Relationship
3DiceDanmar Investment Group Curaçao N.V.January 2019 certificate stating that 3dice.com is sublicensed by 8048/JAZ2004-004.
BetVoyagerGamesys N.V.February 2017 certificate stating that betvoyager.com is sublicensed by 8048/JAZ2017-007 till February 2018.
HoliganbetCoinbar N.V.The May 2022 decision mentions that Coinbar operates holiganbet.com under licence of Antillephone.
Stake.comMedium Rare N.V.The June 2025 decision mentions Antillephone's relationship in connection with the dispute over online gambling that occurred during 2022 and 2023.

It is worth mentioning once again that BetVoyager's certificate states that the sublicense belongs to Gamesys N.V. and also approves software agreement with CYBERTEL LLC as separate point. Software provider, license holder and operator of casino may not belong to the same business. Furthermore, automatic-renewal clause of the mentioned document cannot be treated as the statement on indefinite validity of its original licence.

Another business relationship of Antillephone is represented by Usoftgaming. As a result of the court decision of 13 May 2024, we know that Antillephone licensed Usoftgaming by a sublicense on 20 December 2022. The court procedure was held because of dispute between Usoftgaming and its licensor Cyberluck. Its agreement with Cyberluck ended on 1 March 2023.

It is an instance of change in licensing arrangements. It is, on its own, insufficient evidence of change of the operating company or acquisition by Antillephone. For that reason, the number of historically associated brands can't be considered a measure of number of brands that moved operator.

Proceedings

The decision in Holiganbet case in May 2022 related to Antillephone's responsibility for conduct of Coinbar. Coinbar and eMoore had already settled the player's principal claim. The court decided that Antillephone shall pay statutory interest on USD 584,000 since 1 April 2021 until payment, as well as collection costs of NAf 1,875 and litigation costs of NAf 12,586.93. It applied the responsibility for the work entrusted to an independent contractor. It was not a new USD 584,000 compensation or regulatory penalty.

A different decision in June 2025 case referred to a claim of a plaintiff in respect of Stake.com managed by Medium Rare company. The claim was declined because the alleged breach of duty and exploitation of the player's gambling addiction were not proven. Antillephone was mentioned in the description of licensing relationships in the case; however, it was not the defendant in the proceedings. The case is related to gambling in 2022 and 2023, so the later date of the decision doesn't prove continuation of Antillephone master license beyond expiration date declared by GCB.

FAQs

Was Antillephone N.V. the Gambling Government Regulator?

Is Licence 8048/JAZ Current Valid Authorization?

According to the GCB, the master licence expiry date was set on 28 November 2024. Old 8048/JAZ reference does not prove casino's present authorization, current authorization needs to be found for the operating casino company.

Were All Casinos Showing Antillephone the Property of Antillephone?

No. Historical certificates name separate sublicense holders/operators, but they shared licence reference, hence showing a licensing connection rather than common ownership.

Does Brand Table Include Casinos Which Changed Operator?

No. Brand table includes selected historic licensing relationships. Operator change involves two companies operating the casino website before and after change. They should be identified.

Can CGA Order a Casino to Pay Back a Player?

CGA explains that it is not a civil court and cannot resolve individual disputes or order compensation. CGA may accept data on any regulatory violations; however, a player's claim for repayment is a separate matter.
