Online gambling operator L & L Europe Limited has agreed to pay £900,000 (approx. NZ$2.11 million) as part of a regulatory settlement after the UK Gambling Commission found failures including unnecessary delays to customer withdrawals.
The UKGC announced the outcome on October 21, 2026, and it noted that L & L Europe operates seven websites, including All British Casino, CasinoCasino and HyperCasino.
According to the Commission, it also found weaknesses in anti-money-laundering controls and social responsibility measures.
Why Were Withdrawals Delayed?
The Commission said one of the casino’s terms allowed customers to request only one withdrawal at a time, and this prevented them from making any additional withdrawal requests until the first had already been completed.
According to the UKGC, this was considered to be an “unfair term” under the Consumer Rights Act 2015.
For some customers, the operator manually reviewed every fifth or tenth withdrawal and requested additional information before processing it, too.
The regulator said its rules ban making a withdrawal conditional on information that the operator could reasonably have requested earlier, so this was yet another reason for the penalty.
Other Failings Identified by the Regulator
The review also found that the company’s money-laundering controls relied heavily on financial thresholds and sampling, rather than actually looking at individual customers and their risk factors. In some cases, the Commission even said that the operator failed to follow its own due-diligence procedures.
When it came to safer gambling, the Commission found that alerts for potential harm were active on some websites – but not the operator’s full portfolio.
What Does the Settlement Mean?
The Commission’s public statement notes that the licence and social responsibility breaches took place between October 2024 and October 2025.
The £900,000 (approx. NZ$2.11 million) payment is designed to form part of a regulatory settlement that’s in place of an official financial penalty – so it means L & LEurope Limited don’t need to worry about potentially losing their licence.
