About EU Lotto Limited
Lottoland was established in May 2013 with only seven employees and a limited set of lottery products. Ten years later, during May 2023 anniversary announcement the company presented its diversified offering, covering over 35 lotteries, casino games and sports bets. That made it evolve from its initial lottery offering to become a provider of a number of gambling services. Launch of Australian keno product KenoGO brought one more service.
The basic lottery betting concept employs the outcome of one lottery game to resolve another bet. The customer selects numbers, and the calculations are made based on prize scheme for the applicable draw. Description of Lottoland services provides details on how insurance, pools, and risks ensure big jackpots together with instant-win games, scratchcard, bingo and casino products. This enables the company to design its own jackpot versions without fully depending on the lotteries' prize pool.
According to the November 2024 press release, the number of Lottoland users exceeded 20 million by then, compared to over 10 million announced back in 2019. In the same press release the company mentioned running in 15 markets and having a personnel that exceeds 450 people. This press release also refers to development of the in-house customer service solution and improvement of KenoGO. These figures relate to general performance of the whole business at that period of time and not to EU Lotto Limited specifically.

In Australia, Lottoland revealed the launch of KenoGO Victoria for 30 December 2022, initially offering a A$20 million jackpot. The Victoria regulator's licensing pages verify that the licence in question has been granted for 20 years, with its commencement set for 15 April 2022. In addition, the licence holder name changed to KenoGo Pty Ltd on 9 September 2025, which previously was known as Lottoland Australia Pty Ltd.
Regulatory Actions
On 23 September 2021, the UK Gambling Commission fined EU Lotto for £760,000, accompanied by warnings and extensive audits. This fine is for the failures in relation to social responsibility and money laundering controls from October 2019 to November 2020. Multiple changes to the deposit limit have not been seen as possible signs of the problem, while appropriate assessment of the finances of customers has not been undertaken. Customer communication mainly involved an email concerning safer gambling instruments without a necessary response.
Moreover, there were certain problems associated with customer finance. In particular, bank statements used to provide a proof of the customer's address have not been reviewed properly. The customer's account was not restricted after requests for the proof of the sources of funds, and the player could register third-party debit cards with insufficient restrictions on the expenses.
In Germany, the announcement of regulatory actions by the GGL concerning the sites lottoland.com, lottohelden.de and lottohelden.com has been made on 7 October 2022. According to the statement, their lottery betting offer is unauthorised and efforts to restrict access and payments are observed. The commission reported that several payment providers have already stopped cooperating with Lottoland. The German broker's whitelisted sites can be found under the separate " - deutschland.de" domains.
The Court of Justice of the European Union rendered judgment on case C-440/23 on 16 April 2026, which regarded European Lotto and Betting Ltd and Deutsche Lotto-und Sportwetten Ltd. The case concerned stakes lost by a resident of Germany from June 2019 until July 2021. Germany’s restriction infringed upon the freedom to provide services according to the operators’ claim. The Court declared that the national prohibitions under consideration were allowable in light of EU law and gave way to pursue a restitution action in light of the national contract law. This legal interpretation was referred to the Maltese referring court for consideration of the matter.
